Representative Ulmer objected and withdrew the objection. There being no further objection, it was so ordered. Representative Phillips rose to a point of order regarding debate in second reading. The Speaker stated the point was well taken. Representative Phillips moved and asked unanimous consent that CSHB 367(JUD) be considered engrossed, advanced to third reading and placed on final passage. Representative Brown objected and withdrew the objection. There being no further objection, it was so ordered. CSHB 367(JUD) was read the third time. The following members moved and asked unanimous consent that they be allowed to abstain from voting due to a conflict of interest: Representative James Representative Toohey 1994-04-05 House Journal Page 3134 HB 367 Objection was heard, and the members were required to vote. Representative Mackie declared a conflict of interest. The question being: "Shall CSHB 367(JUD) pass the House?"
